Dubai — Governance & Political Finance
Dubai is an emirate within the UAE federation. There are no public elections for the executive government of Dubai — the Ruler of Dubai (HH Sheikh Mohammed bin Rashid Al Maktoum) and the Dubai Executive Council govern by decree. This page documents the governance structure and available financial accountability mechanisms.

The Federal National Council (FNC) has limited advisory powers; some FNC members are elected but most are appointed. Dubai International Financial Centre (DIFC) and the DFSA publish independent financial reports.
Governance accountability mechanisms
Dubai Accountability Authority (DAA)oversight body
The Dubai Accountability Authority (daa.gov.ae) is responsible for oversight of public revenues, expenditure, and assets in Dubai. DAA conducts financial and performance audits of Dubai Government entities. Annual audit reports are published for individual Dubai government departments. This is the primary public accountability mechanism.
The UAE Federal National Council has 40 members — 20 appointed by rulers of the seven emirates and 20 indirectly elected through emirate-level Electoral Colleges. Its powers are advisory. FNC proceedings and records are available at uaefnc.gov.ae. This represents the limited electoral accountability layer in the UAE system.
