amounts were cleaned in code (20 vendor totals over $2B excluded as data-entry
anomalies); generic entity names (e.g. bare "New York City", "Community Services") were stoplisted so matches
require a specific multi-token entity. Winning contracts and contributing are both lawful — every pair below is
a question to verify against the underlying filings, naming a pattern, never an accusation against a
