The 12 Stones Sovereign Charter

The apex tenant — the sovereign instrument under which every county tenant is governed.
"Ua hana mai ke Akua i nā lāhui kānaka a pau i ke koko hoʻokahi" — God has made of one blood all peoples. The Charter rests on the foundation laid by Kamehameha III (the 1839 Declaration of Rights and the 1840 Constitution, in their original ʻŌlelo), carries that covenant through the people's blood and lineage right, covers every county ordinance and rule with no gap, and answers upward to the moral apex. It serves the people first — food security, education, the civic record, and generational wealth — under the aloha of Christ.

The Charter is the people's own instrument. Where the county code is silent it still stands; where it is silent, the Scroll Amendment System makes it speak — so no person and no place falls through a gap in the law. Public surfaces carry the sourced, verified record only; private charter work is never published.
